Like make all police stations computerized and interlink with each other so they can share information.Have computerized record of every crimal, with photo and finger prints. Install camera's on every important intersection.Provide police latest weapons, sheilds to guard them againts mob and above all DONOT interfere in the investigations or use political influance. and donot hire 4000 ex army men Spend this money on education.
