LAHORE: Former registrar of the Government College University Lahore (GCU) Faisal Khurshid is still occupying his office although the Higher Education Department (HED) has rejected his term-extension summary.
According to sources, GCU Vice Chancellor Dr Khalid Aftab had extended Faisal’s tenure for another six months under the doctrine of necessity which he was empowered to use through a varsity ordinance.
However, an HED official said that the GCU VC should immediately find a new registrar, as the HEC had rejected Faisal’s extension summary two weeks ago. He said, “Although the VC has extended the tenure of the registrar under the doctrine of necessity but this way of dealing with the issue is a delaying tactic”.
Meanwhile, GCU’s faculty said that the entire process of hiring and advertising the post of the varsity registrar had taken more than six months. They said that under the provision of GCU’s Ordinance 2002, the VC could give a six-month temporary extension to the registrar’s contract but the varsity was bound to also immediately call the meeting of the syndicate during this period.
They expressed their concerns over the extension of the registrar’s tenure. The faculty members said that GCU’s 2002 Ordinance stated that the varsity registrar must perform duties as secretary of the syndicate committee, and if GCU would call the meeting of the syndicate, then Khurshid – in his capacity as secretary of the syndicate committee – would influence the formulation of the selection committee that would choose a new registrar.
