The job of civil servants is to implement the policies of the government, to maintain law and order besides collecting revenue to sustain the government. A civil servant must be honest with high moral standards. They should serve the interest of the public, not the politicians or military dictators. Unfortunately, after the independence the institutions of public servants have been serving the interest of the political and military rulers than public interests. This contributed to the instability of the country. They are major contributors in making intolerant and violet society.

As our British-inherited parliamentary system has failed to establish true democracy in Pakistan, the civil service institution has also crumbled with the passage of time. With the birth of information technology which has changed the office working methods and provided a fast flow of information and data collection, it is imperative to make the functioning of civil service efficient and free of papers and files. There is a need to establish human recourses department in each ministry, department, commission, regulatory authority and change the prevailing system of recruitment of civil servants. The officers and supporting staffs should be recruited on merit, knowledge and experience of the subject. It is not good for a doctor or an engineer to work as DCO, ASP and income tax officers. It is the age of specialisation where the basic knowledge and the training of the job are imperative to perform it efficiently.
