Organisations need the help of HR departments in developing countries like Pakistan. It basically works like a middle man between top management and employees. They hire, train, oversee and compensate the employee. HR department works in the interest of both the employees and the owner. Therefore, it utilizes employees efficiency and changes it into effectiveness. One more job of this department is to check that either company is paying employee as per the prevailing laws and rewarding their services or not, so as to avoid legal proceedings.
HR managers should take into account the interests of both the parties. However, they should work to effectively resolve the difference between the top management and the employees. There are many other weak areas in this field, one of which is the compensation in term of bonuses and promotions. Usually blue eyed employees get the promotions and discrimination prevails in distributing bonuses too. It is not dealt with merit and only nepotism prevails.
We not only need to resolve HR issues but also to promote the HR concept since only 5-10% of the companies have such a department and even fewer are using it in true spirit. They work as the backbone for any organisation. They should facilitate the employees as much as they can by discussing all of their issues with the top of management and presenting solutions. They have to make employees happy in order to maximise their performance. They should evaluate an employees performance on merit and reward only the best employees in organisation without any nepotism or discrimination.
