Sher Dil Bahar presently serving as the sub-assistant (B-14) in CDA passed the departmental examination back in 2008 and was interviewed for the post of administration officer (B-16).
Sher Dil was recommended by director (regulation), Deputy Director General (DDG) (law) and legal advisor of CDA back on 30 January, 2010. In a note dated 5 March, 2010 by HRO-VIII showed that he was interviewed. The Additional Legal Advisor Raja Adnan Aslam also endorsed the detailed opinion and recommended the concerned to act accordingly.
In the light of all above, Sher Dil claimed that he had been interviewed by DRC as an eligible candidate on 5 November, 2008 and his serial number was 47. He added that there is a malafide attention on the part of human resource department of CDA as Atta Bari, who appeared alongside him, had been appointed as the admin officer in the year of 2009. Sher Dil pleaded his case to be submitted before the CDA’s Member Administration Amir Ali Ahmed for approval of the appointment.
Pakistan Today contacted CDA Human Resource Department DDG Wishaq Ahmed Khan for his version on the matter. Wishaq said that Sher Dil hasn’t shown him any documents which would show that a right to a job was accrued to him or an appointment letter was offered to him. When asked why don’t the HR put his case before the member administration and let him decide the matter once and for all, he said, “There are grey areas in this case, if I am not satisfied with the merit of a case, how can I put it before my seniors when it is my job to facilitate them and not disturb them by putting up baseless claims.” When asked if the HRD possessed any file of Sher Dil, Wishaq replied that he would have to check with the concerned director Ayub Tariq about it. Replying to another question about the appointment of Atta Bari after the same test and interview, he said that on that basis his case can qualify for reconsideration and find out if any discrimination is done, a remedy can be provided.
CDA is presently undergoing a severe existential crisis as recently the bifurcation process kick-started when 23 directorates in its entirety were entrusted to Islamabad Metropolitan Corporation and other 26 were partially divided between the civic authority and mayor’s office. Such incidents of infighting between employees over promotions and other issues will only speed up the rot that is presently eating CDA.
