BISP chairman sets targets to improve efficiency of BISP

Chairman Benazir Income Support Programme (BISP), Enver Baig, has said that the targets will be given to different regions which should be met. He was addressing a BISP’s Director Generals’ Conference held at BISP’s Secretariat, today. The Chairman directed the DGs to ensure transparency in the Programme and assist underprivileged people at grass root level. He said that BISP has received some complaints that unscrupulous elements are fleecing people in rural areas in the name of BISP through fake SMS. He asked the DGs to strengthen monitoring and case management to counter such elements. He also stressed upon the need to ensure that beneficiaries must not face any difficulty in receiving services from BISP.

During the conference, Mr. Enver Baig said that quarterly targets will be given to Regional Offices, who will further distribute the quantum of work to lower levels of divisional, district and tehsil offices. Chairman BISP said that it is his belief that the efficiency of the organization will improve if the targets are given to different regions and their performance is measured against these targets.

Mr. Enver Baig expressed his concern over the present pace of different activities and stressed the importance of taking a robust approach in this regard, as per the directions of Prime Minister of Pakistan. While discussing different issues, Chairman BISP directed his officers to improve their coordination with NADRA for issuance of CNICs to pending beneficiaries and to pursue the matter vigorously with the banks to resume the process of issuance of BDCs to the beneficiaries who have not yet received their cards.

Chairman BISP also categorically stressed the importance of mobilization campaign through the tehsil and field offices of BISP across the country. In the absence of sincere efforts and hard work from field officers, achieving these targets would not be a possibility, he said.

During the conference, the Regional Director Generals of BISP were given targets specific to their regions and they shared their work-plans accordingly, clearly specifying the further target distribution among different divisions, districts and tehsils of their region. Chairman BISP directed the officials to submit reports on regular intervals based on all the instructions given to them. A follow-up meeting to review the achievements will be held at the end of March 2014.
