LAHORE – Following the Supreme Court (SC)’s orders, the inspector general of police (IGP) on Tuesday transferred 47 deputy superintendents of police (DSP) and assistant superintendents of police (ASP), awarded shoulder promotions as superintendents of police (SP), and 31 inspectors, awarded shoulder promotions as DSPs, to Punjab Police Headquarters with immediate effect, Pakistan Today has learnt.
The officers include 39 policemen, who were waiting for the notifications of their promotions, which were delayed because of the involvement of two top Punjab government bureaucrats.
The transferred officers include ASP Sadiq Ali, Lieutenant Commodore Muhammad Hilal, Mian Saeed Ahmad, DSP Pervez Iqbal, Raja Basharat Mahmood, Masroor Ahmad Rana, Karamatullah Malik, Tahir Maqsood, Qayyum Nawaz Qaisrani, Sultan Mahmood, Naeemul Hassan, Ejaz Shafi, Rana Javed Iqbal, Awais Malik, Irfanullah, Javed Akhtar, Amir Taimur, Hanif Ahmed, Fahmida Yasmeen, Jamaat Ali Bokhari, Iqbal Zafar, Tariq Mahmood, Ishtiaq Hussain Shah, Haseeb Hussain, Muhammad Javed, Muhammad Ilyas, Asif Ansari, Rai Zamirul Haq, Imtiaz Sarwar, Akhtar Ali Khan, Saifullah Khan, Abdul Ghaffar, Multan Khan, Rab Nawaz, Javed Iqbal Nadir, Shah Nawaz, Muhammad Iqbal, Ghulam Shabbir, Rana Azeem, Mumtaz Ahmed, Muhammad Iftikhar, Rashid Ahmed, Khalid Pervez, Altaf Ahmed Gondal, Faisal Gulzar, Zulfiqar Ali and Majeed Rana.
A policeman, seeking anonymity, told Pakistan Today that out of the 47 officers, only eight would be affected by the SC orders. He said that the remaining 39 policemen were promoted by the Promotion Board a few months ago. The policeman said that formalities for the officers’ promotions had been completed, as the policemen had completed the course required for promotion to SPs.
He said that the Punjab government had not issued the notification for their promotion, because of which the policemen were treated according to the apex court’s orders. The policeman said that the Punjab chief minister (CM) had returned the file regarding the officers’ promotions with some objections.
He said that now the file would be sent to the CM after all formalities had been completed. The transferred officers accused former Punjab chief secretary Javed Mehmood and Punjab Prosecution Secretary Rana Maqbool of stopping their promotions. The policemen claimed that Traffic Police DSP Imtiaz Ahmed was Mehmood’s relative and Rana Masroor was Maqbool’s close relative.
The policemen said that Imtiaz was reverted to the rank of DSP by the apex court around a year and a half ago and Masroor also became a victim of the court’s orders. They said that since then, Mehmood and Maqbool were trying to get their relatives included in the list of promoted officials but failed, so they used their influence to delay the promotion notification for other policemen.
Some transferred policemen, seeking anonymity, said that there was no one to address their grievances and even the SC had decided against them without hearing their points of view. Earlier, the IGP issued another notification transferring 31 inspectors working as DSPs in Lahore and other districts. According to the notification, the IGP ordered 31 acting DSPs to report to the Punjab Police Headquarters.
According to sources, the 32 acting DSPs were awarded shoulder promotions and appointed DSPs because their names were on the promotion list. Sources said further that the IGP did not mention in the notification that the 31 policemen would enjoy the pay-scale of DSPs or inspectors. If the promoted DSPs had been reverted to inspectors then their services should be rendered to the districts concerned, but the notification did not include any such directions, the sources added.
The transferred DSPs include inspectors Ishtiaq Hussain, Pervaiz But, Muhammad Sarwar, Muhammad Siddique, Mahmood Azam Khan, Ghulam Mohyuddin, Liaqat Ali, Arif Munir, Fazal Hussain, Zaighum Abbas, Khan Zaman, Mussarat Abbas, Waqar Javed, Shahid Mehmood Minhas, Ghulam Muhammad, Nasrullah Khan, Anwar Rana, Mujahid Raza, Shahzad Gul, Ghiasuddin, Abid Ghani, Rajjab Ali, Muhammad Yaqoob, Muhammad Zaman, Fayyaz Ahmed, Ijaz Hussain, Gulzar Ahmed, Munawar Ahmed, Mulazim Hussain, Muhammad Amin and Zahoorullah.
