PU fails to implement ‘one man, one post’ policy

“One man, one post” policy which was introduced at Punjab University (PU) in 2006 for academic and administrative postings, is still not being implemented, despite a lapse of seven years, local media reported.

According to details, the Academic Staff Association (PU ASA) in its general body meeting has yet again demanded that Vice-Chancellor Prof Dr Muhajid Kamran implement the policy in letter and spirit.

Professors at the university claim that Kamran has backtracked from his promise to implement the policy since he became the VC. Many teachers believed to be favorites of the VC are holding more than one post, sources claimed.

According to the PU’s official website, Dr Liaquat Ali is dean of Commerce but he is the acting dean of six faculties including Pharmacy, Oriental Learning, Life Sciences, Law and Education. He is also the principal of Hailey College of Commerce. Moreover, he also serves as the controller of the university, chairman of Examination Committee, chairman of Land Management and deputy chairman of Hall Council.

Meanwhile, Kamran’s cousin Dr Syed Mansoor Sarwar is the principal of Punjab University College of Information Technology (PUCIT) and he is also the director of Institute of Business and Information Technology (IBIT) and the director sports as well.

Similarly, Prof Dr Zakria Zakir is dean of the Faculty of Behavioural and Social Sciences while he is also the acting dean of Faculty of Arts and Humanities. Sources said he was also the director of Institute of Social and Culture Studies.

Prof Dr Muhammad Ehsan Malik is dean of Faculty of Economics and Management Sciences. He is also the director of Institute of Business Administration (IBA) and the director general of PU Gujranwala Campus. Similarly, Prof Dr Hafiz Mahmood Akhtar is dean of Faculty of Islamic Studies while he is also holding the charge of chairman of Department of Islamic Studies. Prof Dr Kh Haris Rashid is dean of Science and also director of Centre for High Energy Physics (CHEP). There are many more such examples.

According to PU Director Public Relations Israr Rana, the ‘one man, one post’ policy was being implemented at the university. But in reference to the multiple postings of Dr Liaquat Ali, Rana said that General Clauses Act (PEEDA Act) authorized the Syndicate to give additional charge to any person for unlimited period. “Holding more than one post is not against any law”, Rana added.

Punjab Governor and Chancellor Syed Makhdoom Ahmed Mehmood was not available for comment.
