Punjab Governor Makhdum Syed Ahmad Mahmud has said that bureaucrats were servants of the people and not their masters and they should implement the virtue of equality and strive always to provide speedy justice to the common man instead of promoting red tapism. He was addressing the probationary officers of the 35th Specialised Training Programme of Pakistan Administrative Services Group on the eve of their passing out ceremony held at Civil Services Academy in the city.

The governor said that vibrant and vigilant media had changed the whole scenario, making the actions of the bureaucracy available for close public scrutiny.

Addressing the officers, he said that judiciary enjoyed compete freedom and they would be held accountable for all acts of omission and commission. “We are witnessing the massive transmission in the concept and style of governance and public service, while performance, accountability and good governance are the buzz words. You will have to remain in step with the changes taking place by continually up grading knowledge and skills,” he added.

The governor also maintained that the role of the state and bureaucracy had undergone significant changes from being the providers of goods and services to that of a catalyst, enabler, regulator and facilitator. He advised the officers to be responsive to public needs.
