The Islamabad High Court (IHC) was told on Monday that the Capital Development Authority (CDA) had a right to allot plots to its staff in Islamabad as the government employees working in other departments also enjoyed such facilities. Justice Muhammad Anwar Khan Kasi was hearing a petition against allotments of plots to the CDA employees. The counsel for the petitioner, Aslam Khaki, contended before the court that the civic body had been seizing public property for the benefits of its high-ups, influential persons and its employees, adding that the authority had also introduced a discriminatory 5 percent quota in Land Disposal Regulations 2005 in the allotment of land for its employees. The CDA legal adviser, Muhammad Ramzan Chaudhry, submitted that there were some rules of all departments under which they were working. He added Pakistan International Airlines (PIA) was giving free air tickets to its employees, Pakistan Telecommunication Corporation Limited (PTCL) offering free landline services and WAPDA giving free units to its employees, so it was in the domain of the CDA to allot plots to its employees.
