NAB decides to go after ex-generals, senior bureaucrats

—Board authorises filing of reference against former generals Javed Ashraf Qazi, Saeeduz Zafar and others for causing Rs2bn loss to Pakistan Railways

 

ISLAMABAD: National Accountability Bureau (NAB) Chairman Justice (r) Javed Iqbal on Tuesday authorised filing of references against some former army generals and several senior bureaucrats as the anti-graft watchdog steps up its campaign against corrupt practices.

During the meeting of the NAB executive board, the chairman authorised various inquiries, investigations and filing of references against the accused persons for being allegedly involved in corruption and for causing losses amounting to billions of rupees to the national exchequer.

The executive board authorised filing of a reference against former Pakistan Railways chairman Lieutenant General (r) Javed Ashraf Qazi, former railways secretary Lieutenant General (r) Saeeduz Zafar, former Pakistan Railways general manager Major General (r) Hamid Hassan Butt, former Pakistan Railways general manager Iqbal Samad Khan, former employee of Pakistan Railway Khursheed Ahmed Khan, Brigadier (r) Akhtar Ali Baig, Abdul Ghaffar, Muhammad Ramzan Shaikh, Pervaiz Latif Qureshi, Muhammad Bin Kasa Bin Adda Aziz and others, for misuse of authority and causing over Rs 2 billion losses to the national exchequer.

The board also accorded approval for filing of reference against former Water and Power Development Authority (WAPDA) chairman Tariq Hameed, former WAPDA Member Power Muhammad Anwar Khalid, former WAPDA Member Water Muhammad Mushtaq, former WAPDA Member Finance Imtiaz Anjum, and others for misuse of authority and awarding the contract of 150 megawatts rental power project to M/s General Energy Private Limited in violation of the National Electric Power Regulatory Authority (NEPRA), Public Procurement Regulatory Authority (PPRA) and Economic Coordination Committee (ECC) rules, thus causing  a  loss of billions of rupees to the national exchequer.

The board also authorised complaint verification against Pakistan Medical and Dental Council (PMDC) president, who in connivance with Minister for National Health Services Saira Afzal Tarar, was involved in alleged corrupt practices in reorganisation of 12 medical colleges and corrupt practices in PMDC matters.

Further, NAB Executive Board authorised investigation against former Capital Development Authority (CDA) Chairman Farkhand Iqbal, CDA Member Estate Khalid Mehmood Mirza, former CDA Member Finance Javed Jahangir and others for alleged misuse of authority and selling of CDA plots on throwaway prices, thus causing a loss of Rs494.333 million to the national exchequer.

The executive board also accorded approval for conducting two separate investigations against former Provincial Minister Abdul Rauf Siddiqui, Muhammad Adil Siddiqui, Dr Sarvat Fahim, Mushtaq Ali Leghari, Mehmood Ahmed, Ghulam Nabi Mehar, Abdul Haye Dhamra, Syed Imdad Ali Shah, Syed Umeed Ali Shah, and others for misuse of authority and causing losses of Rs435.4 million to the national exchequer. The above-mentioned accused persons were allegedly involved in devouring government funds and making illegal appointments in Sindh Small Industry Corporation.

In addition, the board approved an inquiry against former Peshawar Development Authority (PDA) Director General Sahibzada Saeed Ahmed, former PDA DG Syed Zahir Shah, PDA Director General Sareer Muhammad, former General Manager PDA Muhammad Tariq, former PDA Director General Abdul Haleem Piracha, and others for misuse of authority in allotment of plots in violation of rules, thus causing losses of Rs75.27 million to the national exchequer.

The meeting approved inquiry against member of provincial assembly (MPA) Tehmash Khan, for having assets beyond known sources of income. The board also authorised inquiry against Balochistan Health Minister Rehmat Baloch and others for having assets beyond known sources of income.

Moreover, the executive board decided to send back the inquiry against the management of Peshawar Electric Supply Company (PESCO) to the relevant department for legal action.

The board also decided to close two inquiries, including one inquiry against former Bahauddin Zakaria University Multan employee Dr Muhammad Ishaq Fani while the second inquiry was initiated against officers of Frontier Works Organisation (FWO) and National Highway Authority (NHA) due to the absence of evidence.

At the end of the meeting, the NAB Chairman Justice (r) Javed Iqbal said that eradication of corruption was the topmost priority of the bureau. Officers working in the anti-graft body should conduct inquiries and investigations on merit and without showing any discrimination to anyone, he concluded.

  1. Open investigation former Chairman NAB for corruption and being the crony of Nawaz Sharif and helping him in corruption

  2. Go ahead. This has nothing to do with the Army. They are now civilians. Army has a better Accountability system. However same can’t ever be said about Parliamentarians or Bureucracts.
