A citizen, Hamza Salman, has urged the Ministry of Capital Administration & Development Division Islamabad (CADD) to repatriate Federal Medical & Dental College (FMDC) Islamabad Deputy Director Zafar Maken to his parent department, dubbing the appointment illegal.
Hamza Salman s/o Muhammad Salman, in his letter to the Secretary Ministry of CADD, a copy of which is available with Pakistan Today, said that Zafar Maken and all others officers ought to please be repatriated to their parent departments and all the financial benefits received by such officers may also be recovered in light of orders of Supreme Court of Pakistan.
The letter reads, ‘I would like to draw your attention towards illegal absorption of Zafar Maken as Deputy Director in FMDC.”
He writes that Zafar Maken a BS-17 employee of Health Department Government of Punjab was posted as Deputy Director FMDC on deputation basis in the year 2012. However, after only after one year i.e. 2013, he was absorbed permanently in FMDC as Deputy Director, a BS-18 post, in violation of government rules and the decisions of higher courts.
In the year 2014 (just after two years of his permanent absorption) he was entrusted with the additional charge of the post of Director FMDC, a BS-19 post, without following the rules, he added.
After some time he was posted as Assistant Professor (community medicine) in violation of the rules as he did not possess the requisite qualification for the post, which is a two years Masters in Public Health. Zafar Maken was holding only a one-year diploma at the time of his posting as Assistant Professor.
Zafar Maken has received admission into MPH at Health Services Academy to fulfil the requisite qualification of the post. He has not yet completed his degree. As per policies laid down by Pakistan Medical and Dental Council, Zafar Maken is not eligible to be part of a teaching faculty in absence of prescribed qualification, Hamza Salman maintains.
He writes that the SC has declared all such absorptions illegal and the decision of the court has been implemented in all the departments of the country except the FMDC which has recently come under the control of the CADD ministry.
There are some other employees who have also been posted in FMDC on deputation from PIMS and Poly Clinic in higher grades and later on absorbed in higher grades in violation of the rules. Hence, he requested that all such officials should be repatriated to their parent departments.
When contacted, Zafar Maken said that he was appointed on merit and that he had all the required qualification.
Zafar Maken said that he strictly followed the set rules and made no compromise on duty hours, which hurt some people who then resorted to such propaganda.
However, the officials of the CADD ministry stated that since no such letter has been received so far they could not make any comment at this point of time.
