The Sanctioned New Expenditures (SNEs) and PC-IV of as many as 12 completed ADP projects of Chandka Medical College Hospital (CMCH), Larkana, have been awaiting approval at the Sindh Planning and Development Department for the last four months.
These schemes are either lying idle or are working without proper medics and paramedical staff. Under these SNEs, over 100 posts of doctors and more than 200 posts of paramedics are to be approved, sanctioned and recruited for proper functioning of these important projects.
These projects include establishment of Shaheed Benazir Bhutto Skin Diseases Complex, Dental and Hepatology Department, Neuro-Medicine and Neuro-Surgery Department, up-gradation of Surgery Department and Oncology Department.
These projects include Establishment and Strengthening of Urology Services (ADP No: 1393 of 2009-10), Establishment of Thalassemia Centre (ADP No: 1390 of 2009-10), Establishment of Accident and Emergency Centre (ADP No: 1347 of 2010-11), Establishment of Cardiac Centre (ADP No:1392 of 2010-11), Establishment of Burns Centre (ADP No:1351 of 2010-11), Revamping/Revitalisation of Shaikh Zayed Hospital for Women (ADP No: 625 of 2014-15) and Upgradation of Urological Facilities.
Millions of rupees of taxpayers have been spent on construction of buildings for these development schemes and procurement of required medical machineries, equipment and instruments but these are lying idle without any benefit to the poor needy patients because there is no trained manpower to run them professionally.
CMCH Medical Superintendent Dr Javed Ali Shaikh said that these SNEs have been sent approximately four months ago which will soon be approved by the P&D. If they don’t raise any technical objection, these projects will be made functional properly on modern scientific lines for the betterment of the poor ailing people, he said.
He said that most of these projects have been functionalised but due to acute shortage of medics, paramedics, staff nurses especially sanitation staff, the hospital administration is facing serious hardships in managing the affairs.
