In ongoing admissions season, most universities require their students to submit attested copies of their documents. Gazetted officers attest the documents willy-nilly. According to legal maxim omnia preseumpter rite esse actal a photocopy need not be attested. It is otiose. The documents are actually copies of copies like Form B, Board results (uploaded to websites), etc.

Universities charge a hefty fee for `certificate verification’. For instance, take `Prospectus 2016-17: Fee Structure 2016-17 of PMAS Arid University Rawalpindi. The structure includes `Certificate Verification Fee’ of Rs 990. The universities should themselves approach data base or source of original documents to verify photo copies submitted by applicants. Attestation besides this fee looks eerie?
