PAC chairman concerned over corruption, irregularities and abuse of power in CDA; orders special audit of land and estate management from 1980 till present
NA body told JI leader Professor Khursheed Ahmed received a plot from Gen Zia for ‘welfare’ purposes but then changed it to commercial and sold it
Leader of Opposition in National Assembly and Public Accounts Committee Chairman Khurshid Shah, while chairing a meeting, expressed concern about the rampant corruption, misuse of power and irregularities in the Capital Development Authority (CDA).
The Land and Estate department of the capital’s civic agency, which deals with land acquisition, allotment and allocation, especially drew Shah’s ire who ordered an audit of the CDA’s Land and Estate department from 1980 till 2016.
The PAC chairman also ordered to take prompt action concerning the possession of 29 industrial and 13 commercial plots in sector I-9 currently being either encroached upon or under illegal possession of private persons.
Back in late 90’s the CDA started work on a project of water supply to 9 sectors in the capital. More than Rs 800 million has been spent on the project so far. The committee noted that the project of water supply is not subject to some stay order or an injunction; it is a matter of basic necessities.
Khurshid Shah reviewed the progress, reprimanded the Land DG and told him to file a report within a fortnight. Failure to do so will result in action against the CADD secretary, he warned. On the issue of severe water shortage in the capital, Pakistan Tehreek-e-Insaf (PTI)’s MNA from NA-48 Asad Umar has given a call for protest in front of the CDA chairman’s office.
The CDA officials informed the committee that Jamaat-e-Islami (JI) leader Professor Khursheed Ahmed was leased a plot for a welfare organisation during Genreal Zia’s era, but later on, he not only changed the title of the plot to commercial but also sold it to Unique Construction Company. The chairman formed a three-member committee headed by Shahid Akhter Ali to look into the matter and file a report within 15 days.
The agenda of the PAC’s meeting was the three-year progress report of the committee’s performance. According to the report the PAC recovered Rs 119 billion in the past three years. Shah said that the committee is the guardian of the public’s money and that he will strive to improve its performance.
During the meeting the china-cutting scandal in the suburbs of Islamabad and embezzlement of billions of rupees through illegal possession of land also came under discussion. Syed Khurshed Shah criticised the performance of lawyers on CDA’s panel and directed the civic authority to hire a law firm of better repute to speed up the litigation that the authority is involved in.
