The Sindh High Court (SHC) on Thursday gave the provincial authorities more time to file comprehensive and detailed reports on enforcement of special persons’ rights.
Two-judge bench was hearing a petition filed by a group of special citizens seeking enforcement of Disabled Persons (Employment and Rehabilitation) Ordinance 1981.
On Thursday, additional attorney general, Salman Talibuddin filed a report of National Council for Rehabilitation of Disabled Persons (NCRDP), stating that federal government was enforcing the rights of the disabled persons, adding it was strictly implementing two percent quota for them in all government departments.
He said NCRDP, which was a small establishment having eight employees, maintains the record of public sector organizations pertaining to compliance of the provisions of the ordinance. He said federal government had requested the private sectors through the chairman Securities and Exchange Commission of Pakistan (SECP) and heads of the chambers of commerce and industries to implement the job quota and provide data about disabled persons employed in the private organizations.
While granting the request of Adnan Karim, additional advocate general, the court gave more time to the provincial authorities to file their reports.
Amin Muhammad and others had approached the court pleaded to it to order the relevant authorities to implement the ordinance concerning employment of people with disabilities.
The petitioners had submitted that on December 29, 1981 Disabled Persons (Employment & Rehabilitation) Ordinance 1981 was promulgated for rehabilitation and welfare of disabled persons but the government had failed to enforce the right of disabled persons.
They said that it has been settled in the law that two percent quota would be reserved for the disabled persons but the federal as well as provincial government was denying such right to them.
