- Over 5000 security personnel to guard Muharram gatherings

Islamabad Police has decided to ensure elaborate security arrangements on the eve of Muharram and a total of 5000 security personnel will be deputed to guard various gatherings in the city.
As per details, Islamabad Police have finalised comprehensive security arrangements for the processions, religious gatherings during Muharram and decided to launch combing as well as search operations in various slum areas of the city including Afghan habitats to ensure fool proof security.
Islamabad IGP Tahir Alam Khan has directed all wings of Islamabad police to ensure complete coordination for success of this plan, a police spokesman said here on Sunday.
Islamabad SSP Asmat Ullah Junejo has chalked out a special security plan after brainstorming session of relevant stakeholders following which close liaison would be maintained with peace committees and organizers of Majalis and processions. A total of 909 religious gatherings (Majalis) and 177 processions (159 traditional and 18 licensed) will be held and cooperation of organizers would be ensured with the police and law enforcing officials.
Islamabad IGP Tahir Alam Khan directed police to produce all those persons before magistrate under act 107/151 who could crate law and order situation in Muharram and assured guarantee that they would remain peaceful.
The IGP said that action would be also taken against organizer of Majlis and procession if they violated route and did not observe timing. Similarly, action would be also taken to using heavy loudspeaker which carried sound away from Majalis avenue under Amplifier act.
Those people who could produce law and order situation, irrelevant to which sect they belong, would be arrested for one month under Maintenance of Public Order.
He directed for strict security arrangements on these occasions and special checking of participants. He said that special arrangements should be made for checking of participants in a prestigious way and to install walk through gates at the entrance points of Majalis. He directed for close vigilance of those people having names in 4th schedule and ensure that they should inform relevant police station in case of any movement outside the city. The IGP also ordered to also be alert about those people from banned organizations whose entries have been banned in Islamabad.
He said that it should be ensured to make arrangements for checking of participants of Majalis and processions through using metal detectors. Strict vigilance should be maintained to ensure that security measures are in place by the police as well as peace committees, the IGP maintained.
Rangers and FC will also assist Islamabad police to ensure elaborate security arrangements. The IGP also ordered all SHOs to make proper light arrangements after negotiations with concerned authorities and also to weed out bushes in the various areas in the vicinity of worship places.
He said that it should be ensured that processions will pass through the fixed routes and timings of processions to be observed strictly. The IGP also directed for effective patrolling and use commando vehicles for the purpose.
He said that walk through gates must be installed at all entry and exit points of Majalis and processions and it should be covered through large strength of policemen. He also asked all SPs, SDPOs to take steps to curb wall chalking or pasting posters which may hurt sentiments of people.
Patrolling officers must conduct visit of all the routes of Muharram processions and Imambargahs and rooftops to be covered by the police officials. The IGP said that lady Police should be deputed for the female gatherings while police officers and Jawans would perform security duties outside the Imambargahs.
It will be also mandatory for the participants and organizers of the processions to get clearance certificates from the concerned police station before its start as a part of effective security measure. It has been also directed for strict vigilance of those persons deputed on special security duties while movement of specific religious leaders will be also monitored.
FLAG MARCH:
Capital Police along with officials of Islamabad Administration and contingents of Pakistan Rangers on Sunday conducted flag march with an objective to maintain peace and tranquility in the city during Muharram ul Haram.
On the special directions of IGP Islamabad Tahir Alam Khan, Islamabad Police conducted a flag march to show the preparedness of security arrangements during Muharram-ul-Haram.
The flag march was conducted under the supervision of SP Rural zone Sheikh Zubair Ahmad which was participated by SDPOs, SHOs of all police stations, Islamabad Administrations, personnel of Pakistan Rangers, Islamabad Traffic Police, Police Commandoes, Rescue 15 police officials and police patrolling officials.
Flag march started from Pakistan Sports Complex and culminated at the same point after passing through Dhokri Chowk, Rawal Dam Chowk, Shehzad town, Taramri Chowk, Lehtrar road, Khana Pul, Koral Chowk, PWD Housing Society, Behria Town and back to Express Highway, Sian Boota Darbar ,Faizabad, I-8 Markaz, I-9 Markaz, I-10 Markaz, I-10/1, Police Line Road, G-10, F-11, F-10 Markaz, G-9/2, Imambargah Asna-e-Ashri G-6/2, and Aabpara.
IGP Islamabad Tahir Alam Khan has said that Islamabad police have ensured elaborate security arrangements for Muharram-ul-Haram. He said that police would accomplish responsibility in an efficient manner to ensure protection to lives and property of citizens.
Islamabad SSP Asmat Ullah Junejo has said that purpose of this flag march was to show preparations of police and other law enforcement agencies during the Muhram ul Haram to counter any challenge and maintain peace in the city.
80 CLERICS PUT UNDER SURVEILLANCE:
Meanwhile, vigilance has been mounted around 80 ulema in the capital considered a threat to peace during Muharram.
Police and local administration officials on Saturday said 23 clerics had already been placed in the 4th schedule of the Anti-Terrorism Act under which they were bound to inform the police station concerned about their activities and movements.
The 80 ulema belonging to the Sunni and Shia sects have been asked to restrict their movements and public appearances. Undertakings have also been taken from them.
The police have also been directed to check entry of leaders of banned outfits in the capital during Muharram.
The officials said details of such leaders had been acquired and policemen at the checkposts and patrolling teams were being briefed about them. Photos of a majority of the Ulema have been obtained and are being given to staff at the checkpoints to identify them if they tried to enter the city.
The capital police were also approaching their counterparts in other districts to make sure that Ulema considered a threat to peace are not allowed to come to the city.
All station house officers and subdivisional police officers have been directed to take steps to curb wall-chalking in the city during the month.
The officials said security measures had been taken for 177 processions and 909 Majalis to be held in the city during Muharram.
Inspector General of Islamabad Police Tahir Alam Khan said action would be taken against the organisers of Majalis and processions if they violated the routes and did not observe timings. Similarly, action would be taken if anyone was found misusing the loudspeaker.
Moreover, different wings of the police have been directed to keep close coordination, give full security coverage to the processions and allow entry to Majalis through walk-through gates. All bazaars and streets along the routes of the processions and Majalis will be closed.
PILLION RIDING BANNED:
Pillion ridding has been banned from Muharram 6 to 10 in the federal capital.
As per details, in view of security threats and to endorse law and order situation pillion ridding from 6th to 10th Muharram would completely banned.
However additional strength of police personnel on all police pickets, Imam Bargahs and other key points have been deployed while leaves of all police officials and personnel were revoked.
