Playing footsie with dams

We have a non-serious attitude regarding building a mega hydroelectric dam, which started with dishing Kalabagh dam in favour of Tarbela dam which was more difficult to build. Later, we started playing footsie in favour of Bhasha dam instead of Kalabagh dam and have landed ourselves in a no-win situation due to unreliable sources of funding for the new amorous dam. The water and power shortages staring us in the face are nobody’s concern at present. We are keeping our eyes closed and our brains paralysed so as to fail in a decision to build a dam post-haste being located in a non-disputed area and acceptable to funding agencies including World Bank like the Kalabagh dam. Every political party and regime has failed to lift the heavy stone of Kalabagh dam after trying to lift it.
Our purely technical and engineering experts only could determine the wisdom of building Kalabagh dam because politicians have failed to achieve a consensus on the dam due to their vested political interests. The Lahore High Court is on record to have decided that decisions of CCI ought to be implemented by the federation regarding Kalabagh dam which is a landmark judgement of the court. As such technical, engineering and legal components exist to undertake the building of Kalabagh dam post-haste. Time and tide wait for nobody. If we wait for Bhasha dam for the next 15 years, then the water would have submerged us by that time. We must decide to build Kalabagh dam in the next 5-6 years which is the grace period given to us by Allah Almighty to be used in the service of people if wisely used; otherwise, poverty and famine awaits us as our destiny.
