A senior bureaucrat, Mr Imtiaz Kazi, after retirement from the position of Secretary Mohtasib has been appointed Principal Advisor in the office of Ombudsman. According to reports, Mr Kazi has been given additional charge of Secretary Mohtasib also. On the face of it, this appears to be a simple arrangement, but there is more to it than sees the eye.
The position of Secretary Mohtasib has been traditionally held by serving civil servants. This is for the first time that a retired civil servant has been given the charge of Secretary Mohtasib.
Since appointment of a retired civil servant as secretary is against the orders of the Supreme Court of Pakistan, a bureaucratic trick has been applied in this case; Mr Kazi has been first appointed as Principal Advisor and then given the charge of Secretary Mohtasib.
This is how bureaucracy operates in self-interest in Pakistan.
