I want to draw the prime minister’s kind attention toward the service structure of the federal and provincial officers in Pakistan. After the dismemberment of East Pakistan and hegemony created in the Balochistan by the DMG oligarchy, now they are bent upon crushing provincial officers in the Punjab. Chief secretary, special secretary to CM, secretary co-ordination to CM and DMG association have maltreated all provincial officers i.e. PMS officers, doctors, professors, TEVTA professors, teachers , paramedical staff, population welfare & family department employees, and APCA etc.
Why is the provincial administration machinery not given its due share by a minority federal service cadre, the DMG bureaucracy? What is the sharing formula between the federation and the provinces? What is the status of Federal DMG Officers in the provinces after the 18th amendments?
The number of DMG officers in Punjab is nearly 300 and – after the passage of the18th amendment – this high number is unethical and unconstitutional. Apart from the DMG, postal services, railway services, account services, income tax, information, hence almost all cadres of federal service are having a field day in Punjab because of illegal postings. Every provincial secretary is receiving Rs: 35,000 as utility allowance in addition to other benefits. The civil secretariat in Lahore, all the clubs, GOR, Punjab officers mess, the Punjab Public Service Commission and even the Punjab Service Tribunal are occupied by federal officers (DMG). Probably, the political elite of Punjab is going to exacerbate the situation in connivance with the DMG officers.
It’s necessary that the DMG bureaucracy must be confined to the federal territories for peaceful co-existence in the civil service structure of Pakistan. Provincial services can only flourish in a free, fare and congenial environment. Now, the provinces must revamp their own provincial civil service cadres on the basis of merit and functionality. This would not only empower the cadres that are discriminated against and improve the capacity for public service delivery but also save a huge amount for the public exchequer. This will also help in realising the real essence of the 18th amendment.
In the end, I request that the PCS officers may kindly be heard personally to mitigate their grievances relating to their promotion, posting and other dreadful problems created by DMG.

You are more than true Mr. Tariq. Pakistani bureaucracy was designed for British regime of pre partition. A number of attempts have been made by political and military leadership to cut the federal services into their sizes but mostly failed. The last move by Gen Pervaiz Musharraf weakened the DGM lot but they still have upper hand not only amongst the federal services but also the provincial ones.
We should admit that the DMG have controlling role in Punjab due to short sightedness of the ruling political elite besides historical inertia, fast moving career planning and trainings abroad. The PCS officers neither get promotion in decades nor receive sufficient opportunities to improve their profession capability and skills. When they see that they are going to end their career within the very first two grades, they lose desires to perform.
We have seen much destruction in Pakistan Public policy affairs. We need to give the provincial services their due rights. Even otherwise it is ultimate result of provincial autonomy and nativalism.
