Dealing with floods

This is apropos the letter of Mr Muhammad Khan Sial. It is agreed that the flow of water below Kotri is not as much as was ensured as per the Water Accord 1991. But we have the right to question the authorities regarding the huge quantities of flood water wasted past Kotri during summer/monsoon season, thereby causing misery and devastation. If this huge wastage of water is stored at a reservoir up north and used equitably during the rest of the year, it would help reduce electricity shortage and increase farm-lands.
Kalabagh dam is a project being thrown into the dustbin, by people vulnerable to the propaganda networks. Let the professional experts take a decision based on pure engineering for the overall well-being and emancipation of the teeming millions living in the Indus valley.

  1. Please look up http://www.thewateraccord.com Sindh asked for 10 maf but this was contested and it was agreed that a fresh study would be conducted; consequently a foreign consultant's study determined 4.32 maf per annum i.e. 0.36 maf per month as sufficient to stop sea incursion, all that is needed is a positive flow from the river to the sea, even at present much more than 10 maf is flowing below Kotri but all in the three flood months, the problem is of how to distribute this over the twelve months for year round protection of the Delta, this regulation can be done only through dams, the requisite amount can be stored in dams to release a required dose every months, Mangla and Tarbela dams alone cannot hold back so much water without affecting the demand for agriculture.

  2. 22 years ago, it was agreed in the Accord that limited water to be released to meet need of 2.6 million of people and to save Indus delta and this water has not been released so far. Do you think unilateral and defected survey done by notorious and anti-Sindhi Wapda was sufficient? and that there is no need of release of water downstream Kotri?
It is very sad people like Khurshid Anwer want to mislead the people and they want to implement, the articles of the Accord that are in favour of Punjab only but those articles in favour of Sindh, should not be implemented.

He is pointing out notorious Wapda had conducted Servey downstream Kotri (unilateraly) but was it sufficient to conduct the survey and not to release the required water? You have no right to cleam you as Muslims because you want to see 2.6 million Muslims and Pakistani Sindhis Sindhis should die due to hunger and thirst downstream Kotri.

Mr Khurshed Anwer tell us how many letters he has written asking notorious WAPDA to conduct survey taking Sindh also into confidence.

Mr Anwer think that defected survey was sufficient and there is no need to release the limited water downstream Kotri despite 2.6 million Meslims and Pakistani Sindhis are living there.
