Reference the above titled letter, without the left and right bank canals at Kalabagh dam, water from all the dams on the Indus, be it Tarbela, Bhasha, Akhori, Skardu or Katzara, will flow down to Sindh except for the little that south Punjab can take through the CJ and TP link canals. Even that is being disputed by Sindh. What will be the future of agriculture in Pakistan if north Punjab, the largest tract of cropland in the country, is deprived of water from the Indus. The intention of the Indus Water Treaty could not have been to deprive Punjab of the waters of Ravi and Sutlej without providing replacement water from the Indus. This was the very purpose of building Tarbela dam, to transfer water from the western rivers to compensate for the loss of the eastern rivers. Tarbela dam was not built for Sindh alone, neither will be the future dams on the Indus.
