Prize bonds are illegal

Chief Justice of Pakistan Iftikhar Muhammad Chaudhry who took note of a case regarding prize bond schemes across the country, said that prize bond schemes, lucky draws and lotteries were gambling and unlawful and strictly prohibited.

Justice Tariq Pervez while hearing the case said that lucky-draw schemes were a punishable crime, and those organising such schemes as well as those partaking in them were both equally responsible and guilty.

The above statement of Supreme Court judges shows clearly that all these prize bonds are unlawful. So the question is according to which law Central Directorate of National Savings, Ministry of Finance, Government of Pakistan is running these prize bond schemes. Many multinational companies (especially mobile phone operators) conduct lucky draws, why are they not stopped by the Supreme Court?

I am sure that the government will not respond to these queries but it will be appreciated if anyone answers these questions.
