The Higher Education Commission of Pakistan, in blatant violation of the rules, will award one of its blue-eyed employees a foreign scholarship. Sources in the HEC told Pakistan Today that the HEC officials nominated a junior female Assistant Director (AD) for a two-year scholarship programme to be offered in the Netherlands. They said that the scholarship was supposed to be given on the basis of seniority, but that the officials had ignored the merit and seniority of 14 seniors ADs while nominating the junior AD who has a two-year work experience. The said the scholarship is meant for HEC employees and the commission will bear the expenses. Sources said the HEC department which prepares the scholarship cases also objected to the AD’s nomination, but a senior HEC official influenced the decision. When contacted, HEC Executive Director Dr Sohil Naqvi said he had no knowledge about the scholarship in question. However, he reiterated that the HEC funded scholarships were awarded on merit.
