Musharraf told an audience in Arkansas, US, that there are “good and bad dictators” besides many other things. Whatever he may have spoken to the select audience in a foreign country, it would be regarded as his version by all and sundry. History has its own channels. But yes, he would not be held responsible for this statement as this was not before a court of law.
