The Prime Minister Yousuf Raza Gilani in his speech to an audience in London has asked as to why the people with two thirds majority did not build Kalabagh dam. For his kind information, Nawaz Sharif made use of his two thirds majority to get all the provinces together to sign the Water Apportionment Accord of 1991 which addresses all the apprehensions of the smaller provinces and is an excellent example of consensus building. Sindh is a signatory to the Accord which states, “All the provinces agree to the necessity of more dams on all the rivers including on the Indus”. The PM should ask Sindh why it has backed out of the Accord having signed it already.
