The scribe had constructed a house in 2004 on a one Kanal plot purchased in DHA CC sector Ph-IV in 2003 for which DHA charged Rs 56,000 as Plot Transfer Fee (TIP TAX).

Subsequently, the Walton Cantonment Board demanded Rs 1.5 lakh as Immovable Property Transfer fee for the same plot which was paid. DHA was requested to refund the doubly charged tax as mutation of the plot was made only by the Walton Cantonment Board. DHA asked for the House Completion Certificate, which was sent to Secretary DHA on 02-10-10 after securing from DHA with protracted correspondence.

Secretary DHA has since refunded Rs 28,000 i.e., 50 per cent of TIP TAX charged earlier and withheld the rest of amount without assigning any reason whatsoever. Even after sending half a dozen reminders in the past six months, no response has been elicited from the DHA. It appears the DHA is ignoring the requests of a senior citizen who happens to be a resident.
