It is very frustrating to see that whenever important events, such as Muharram processions, elections or for that matter any proceedings requiring extra measures of security, are in view, it is the army or the paramilitary who are called in to control the situation. This can be seen in Karachi everyday, while during Muharram in every major city of the country.
This concerned writer has the question that why isnt our civilian security apparatus, which is the police, up to this challenge? Isnt having a good and efficient police organization part of strengthening the democratic values as it would keep the military away from having to handle internal issues? Why hasnt this institution been given the training, the equipment and the backbone to confront any adverse situation?
