The Prime Minister Syed Yousuf Raza Gilani in his address to the nation has said that his spoken word denying the denotification of executive order of reinstatement of the Judges was not honoured by the Apex Court, which required a written and signed word. In the actual world, the verbal order has little value unless it is reduced to writing in black and white. What saved the skin of General (Retd) Pervez Musharraf in the Supreme Court was the absence of a written notification dismissing General (Retd) Musharraf, although the then Prime Minister Mian Nawaz Sharif had verbally appointed a new Chief of Army Staff and even fixed pips on his shoulder.
As such the written word has due weightage in the eye of Law and not verbal or spoken order which has to be authenticated by a written notification. In view of the above fact, it was incumbent upon the Prime Minister to write a few lines on the subject as required by the Supreme Court, which was not done leading to doubts on the intentions of the Government.
