CSB to consider promotion of bureaucrats on November 26

ISLAMABAD: The Central Selection Board (CSB) will consider the promotion of the country’s bureaucrats in the last week of the current month.

Sources told Pakistan Today that CSB will start a four-day meeting marathon on November 26. The meeting will be headed by Federal Public Service Commission (FPSC) Chairman Haseeb Athar.

“A meeting of the CSB will be held from November 26 to November 30 at the Establishment Division (ED) under the chairmanship of Haseeb Athar, Chairman FPSC to re-consider promotion cases of officers belonging from BS-19 to BS-21 of all services and ex-cadre posts,” sources said.

Member of National Assembly (MNA) Syed Fakhar Imam, Senator Syed Shibli Faraz, Aviation Division Secretary Dr Muhammad Saqib Aziz, Finance Division Secretary Arif Ahmed Khan, Human Rights Secretary Rabia Javeri Agha,  Ministry of National Food Security and Research Secretary Dr Muhammad Hashim, Inter-provincial Division Secretary Jamil Ahmed are the members of board, while the Establishment Division secretary, chief secretaries of all four provinces and National School of Public Policy rector will be ex-officio members.

“Ministry of Interior secretary, Punjab inspector general police (IGP), National Police Bureau director general (DG) Shaukat Hayat and squadron leader (r) Iqbal Mahmood will be the co-opted members for Police Service of Pakistan (PSP),” sources added.

Sources told that CSB will consider the cases of commerce and trade group officers against two grade-21 and four grade-20 seats.

Similarly, the promotion committee will consider cases of information group officers against the two grade-21 and six grade-20 seats.

The Pakistan Administrative Service (PAS) has around 30 seats in grade-21 and more than 200 seats in grade-20 similarly, Police Service of Pakistan (PSP) has 7 seats in grade-21 and around 26 seats in grade-20 while the Pakistan Customs Service (PC) has 8 seats in grade-21 and 15 seats in grade-20.

It is pertinent to mention here that the Islamabad High Court (IHC) on September 28 had directed the Establishment Division to review cases of some 56 senior officials who were either superseded or had their cases deferred in CSB’s meeting last year while maintaining the backdated seniority of officers.

A high-powered board (HPB) had also held two meetings, on October 29 and November 10, to review the cases of officers in grade-22, however, the minutes of the meeting were not communicated by the Prime Minister Office to the ED.
