Anwar Majeed’s close-aide gets rapid promotions in SITE

KARACHI: While vehemently ignoring the orders of the Supreme Court (SC) of Pakistan, the authorities at the Sindh Industrial and Trading Estate (SITE) Limited has given multiple promotions to a lower-grade employee and posted him in BPS-19 as the authority’s deputy managing director (DMD), it was learnt on Saturday.

The sources confided to Pakistan Today that one official named Ahmed Nawaz Jagirani, who was initially appointed as public relation officer (PRO) at BS16 received multiple promotions in SITE and was placed at BS-20 following strong political backing from famous money-launderer Anwar Majeed.

The apex court, in the recent past, had also called Ahmed Nawaz Jagirani to inquire as to how after being appointed as PRO (BS-16) he could be promoted to BS-19, under the garb of up-gradation.

As per service record of Ahmed Nawaz Jagirani, he was appointed as PRO on May 13, 1993. On May 18, 1994, the post of PRO was abolished by the Board of Directors (BoDs) in its meeting and accordingly the services of Ahemd Nawaz were terminated.

Then he had filed a petition in the Sindh High Court (SHC) and got a stay order and the matter remained pending after re-instated in 2003.

Ironically, the post of PRO was up-graded from BPS-16 to BPS-17 in 2004 and the SITE BoDs of in its meeting held on March 10, 2004, upgraded the post of PRO and Board resolved to promote Ahmed Nawaz Jagirani from BPS-17 to 18 in March 2004.

The BoDs in its meeting held in November 2011 unanimously confirmed the reversion of Ahmed Nawaz Jagirani to the post of Administration & Public Relations director (BS-19) and decided that in future no officer of SITE will be promoted beyond BS-19.

But having political association with different big-wigs, he was promoted again BPS -19 and BPS-20 for which the petition was filed against him in the SC, and court passed order through judgment dated: 24-10-2016 In Criminal Original Petition No. 106 To 111 Of 2016, Wherein the  Managing Director SITE Limited & Secretary (Services) SGA&CD were directed to implement SC Judgment in both “ letter and spirit”.

But the ample pressure by political bigwigs was developed on the then Managing Director  Aleem Lashari to withdraw the notification wherein  Ahmed Nawaz Jagirani was de-notified in the light of the order of apex court. And finally, the notification regarding de-notification of Ahmed Nawaz Jagirani as PRO in (BPS-16) was withdrawn and he was restored in BPS-19 vide notification No. SITE/PS/09, Dated 09-06-2017 and getting the salary of BPS-19.

With his political association with big-wigs (specially Anwar Majeed) so he tried to benefit him in the shape of allotment the plots for example first he had cancelled the plot no F-169-F and allotted to him which was the property of private party the plot was leased out so they filed the suit against the SITE Ltd and the management of SITE Ltd faced contempt proceeding and plot was restored by the court to the actual party than he again tried to allot the plot No. A-13 which was the property of Sindh Employees Social Security Institutions (SESSI).

The said official also managed the allotment of Plot No. D-1 measuring 3.5 acres Site Area Karachi which was the property of Sindh Transport Company and the plot was cancelled by SITE due to non-payment of dues merely 20 to 25 lacs and the value of the property is more than 40 crores.

The plot is leased out and due to political pressure of Anwar Majeed the Sindh transport Company to surrender this plot to Site Ltd and the representative of Sindh transport company will present in SITE Ltd to surrender the plot while the Sindh Rangers was requested to SITE Ltd to allot the same plot in favour of Sindh Rangers with official payments they were intended to construct the colony of their personnel but their request was not considered due to pressure of Anwar Majeed,  if the SITE Ltd put this plot in an open market for auction the SITE Ltd can earn above 40 crore.

Pakistan Today repeatedly tried to contact SITE Managing Director Khair Muhammad Kalwar, however his cell phone remained unattended till filing of the report.
