LAHORE: The Federal Investigation Agency (FIA) will bring former minister of state for defense Habibullah Warraich’s son Mohsin Warraich – the main nominated accused in the National Insurance Corporation Limited (NICL) Scam – to Pakistan before December 9, FIA Punjab Director Zafar Qureshi claimed on Tuesday.
He made these comments while addressing a press conference at his office about the arrest of proclaimed offender Mazhar Iqbal Butter, considered to be the top-most proclaimed offender involved in human trafficking. Qureshi also talked about the arrest of Public Works Department (PWD) Executive Engineer Ibrar Khan for embezzling Rs 180 million at the press conference.
Discussing the high profile scam of the NICL in detail, Qureshi claimed that they had made all arrangements for arresting Mohsin who had escaped to the United Kingdom from Dubai on October 29. Ibrar said that in this regard, Interpol had issued Red Warrants for Mohsin and the FIA Punjab had forwarded these warrants to the UK government.
He said that the FIA was also in touch with the British high commissioner and they were quite hopeful of bringing Mohsin to Pakistan by December 9. To a query about the involvement of Mohsin’s wife, Beenish, in the NICL scam, the FIA Punjab director said that they would try to bring her to Pakistan as well.
Talking about Javed Syed, another nominated accused of the NICL Scam, the FIA director said that he had managed to escape to the UK back in June along with his wife. He said that the FIA was also making efforts for his arrest.
Giving details about Butter’s arrest, the FIA Punjab director said that more than 30 cases were registered against Butter for his involvement in human trafficking, murders and for firing at FIA officials. He said that Butter was settled in Italy and for the first time in the history of FIA, any culprit had been brought to Pakistan after joining forces with the Italian government.
Qureshi also briefed the media about the arrest of PWD Executive Engineer Ibrar Khan. He said that Ibrar, in connivance with other staff members and contractors, got printed fake newspaper advertisements for calling tenders valuing more than Rs 180 million during fiscal year 2009-2010.
He said that afterwards on the basis of these fake newspaper advertisements, tenders were awarded to the favorite contractors in contravention to the laid down procedure and departmental rules for personal gains and achieving ulterior motives. Qureshi said that the FIA conducted a detailed inquiry and found all allegations true after which Ibrar was arrested and a case had been registered against him.
The role of other officers and private contractors involved in the scam shall be determined during the course of investigations, he added.
