AGP, federal government in dispute over audit of spy agency

ISLAMABAD: The Auditor General of Pakistan (AGP) and the federal government have entered a dispute regarding the audit of the Intelligence Bureau’s (IB) fund.

Exemption certificates issued by former finance ministers in favour of the spy agency were refused by the auditors.

The AGP contests that the exemption certificates could be issued by the cabinet and not the finance minister.

The dispute had arisen in 2013 when the finance minister at that time used the Finance Act 2013 which amended the Auditor General’s Ordinance of 2001.

The amendment gave the finance minister the power to exempt intelligence agencies such as the IB and the Inter-Services Intelligence (ISI) from being audited.
