PM stops Establishment Division from issuing further transfer, posting orders

Prime Minister has stopped Establishment Division (ED) from issuing any transfer and posting orders after the Chief Justice of Pakistan Justice Saqib Nisar gave remarks about to scrutinising the officers’ notifications issued in the last month.

Sources told this scribe that PM Office has conveyed the ED not to issue any transfer and posting notifications amid mounting criticism from the court.

ED had yet to issue some 10 to 12 notifications of transfer and posting in various departments including Finance, Aviation, Establishment and some appointment on other departments.

It is a prerogative of next prime minister to make transfers and postings on important seats, conveyed the PM Shahid Khaqan Abbasi to ED secretary.

It is pertinent to mention here that the ED issued more than 100 transfers and posting notifications in May 2018.

The government had appointed Waheedud din as Azad Jamu and Kashmir Chief Secretary, Jamil Ahmed as Federal Tax Ombudsmen Secretary, Akbar Durrani as Federal Education and Professional Training Secretary ,Squadron Leader (R) Shahrukh Nusrat as Textile Division Secretary, Muhammad Arshaf as member Federal Land Commission, Dr Ijaz Munir as Aviation Division Secretary, Tariq Huda as Commerce Division Additional Secretary, Shafqat-ur-Rehman Ranjha as Kashmir Affairs and Gilgit Baltistan Additional Secretary  and Hasan Baig as Aviation Division Senior Joint Secretary.

Sources told that competent authority has also approved the extension of some officers such as the National Telecommunication Cooperation (NTC) managing director (MD).

The notification indicates that the competent authority has been pleased to approve the extension in contract appointment of NTC MD Brig (R) Viqar Rashhed Khan, Ministry of Information Technology and Telecommunication in MP-1 scale for the period of one year.

Sources told that government had extended Brig (Retd) Viqar Rashhed Khan’s contract for the fifth time.

Sources close to all the development further informed that the interim prime minister is likely to transfer half a dozen federal secretaries from their current position on the very first day of caretaker government.

The secretaries include Yousaf Naseem Khakar, Maroof Afzal, Arif Khan, Sultan Sikandar and Federal Board of Revenue Chairman Tariq Pasha as sources said that these officers are considered very close to Pakistan Muslim League-Nawaz (PML-N).

In addition to this, Secretary to PM Fawad Hasan Fawad, IGs of four provinces as well as Federal capital will also be removed from their current positions, sources added.
