Despite objection of the federal audit authorities over non recovery of Rs. 1650240 from Nomad Centre and Art Gallery, which is due from 2008 till present, the high ups of cash strapped Capital Development Authority (CDA) has accepted its demand of payment of dues in different instalments. An official source of CDA said that shop numbers A and B in Market-1 in Saidpur Model Village were licensed out to M/S Nomad for the purpose of Art Gallery in 2008. “As per clause II, XVII, XIX and XX of the terms and conditions of the license, the licensee will be liable to pay his rent of Rs. 68,760 per month after 6 months of the start of the license or grace period for establishment of and start which expired on 2/2/2009,” he said.
He also said that from March 2009 onwards, the licensee was to pay the monthly rent to Directorate of Municipal Administration (DMA) of CDA but the licensee Nageen Hyat, Director Nomad Art Gallery did not deposit the rent as per accepted terms and conditions. The official said that the concerned directorate of CDA issued notices to the licensee. In response to the notices, the licensee first requested waiver, reduction of due license fee and extension in the relaxation/ grace period up to June 2010 on the ground of security related issued and recessionary influence which were rejected by the CDA concerned directorate because if CDA would have accepted this demand, the other licensees in the Saidpur village will also make the same demand.
He said that later they came up with a proposal in which they proposed collaboration between CDA and Nomad Art Gallery under various terms and conditions which was rejected by DMA as the proposal brought by Nomad Art Gallery was unable to provide any financial benefits to the authority. The official said that the management of Art Gallery brought another proposal of paying its dues in instalments which was approved by the CDA chairman Imtiaz Inyat Elahi despite objection of federal audit authorities. Now the management of Nomad Art Gallery will pay its dues in six different instalments.
