Anti-terror law amended, noose tightened around outfits banned by UN

  • Ordinance signed by President Mamnoon endorses an action against UN-declared outfits that includes ban on offices, freezing assets

ISLAMABAD: President Mamnoon Hussain on Monday promulgated the Anti-terrorism (Amendment) Ordinance, 2018 that enables the government of Pakistan to impose bans on the entities banned by the United Nations Security Council (UNSC).

He promulgated the ordinance in the exercise of the powers conferred by the clause (1) of the Article 89 of the Constitution in a further amendment of the Anti-Terrorism Act, 1997.

Following an amendment in Section 11-B and 11-EE of the ATA, the organisations and personnel banned through the UN’s Security Council’s resolution will stand banned in Pakistan too.

The measures proposed in the ordinance endorse nation-wide actions against the outfits, including a ban on their offices and freezing the bank accounts.

According to the ordinance issued by the law ministry, through the amendment in the ATA, the authorities concerned will be able to take action against the UNSC-banned individuals and terror outfits.

Under the framework of the Financial Action Task Force (FATF) – an international body that combats money laundering and terrorist financing— it is imperative for the governments to take measures against the UN-banned outfits.

  1. The Ordinance could be to appease some but will have little or no effect. All know, the UN is like a ‘House-maid’ of US and she uses this toothless World body to serve her own interests. Passes resolutions of choice to declare terrorists who do not toe their chain. One of the US resolution (about Israeli settlements in occupied lands of Palestinians) was largely defeated in the UN voting recently and the US had threatened to cut Financial aid of countries voting against her. Even then majority of the countries voted against her. This is a naked case of black-mailing the International community. The Ordinance is therefore only to appease this Biggest Terror Exporter country – US.
