It was 1998 and Mohammad Shahabuddin, a middle-aged man employed in a chemicals factory, bought a plot of land at Saadi Gardens, a housing project opposite New Sabzi Mandi. Thirteen years have elapsed ever since, but Shahabuddin, now nearing retirement, is yet to even see where his plot is situated inside the society.
“We were granted a lease six months ago, but when I visited Saadi Gardens, I could not spot any developments. The land was barren,” Shahabuddin told Pakistan Today. “When I bought the plot, I thought that I would construct a house and rent it out. This way, I could live off the rent. That isn’t possible any more.”
The Saadi Gardens project was launched in 1993 by a company named Pakland Group. This project not only had residential but commercial plots as well, measuring between 120 square yards to 400 square yards. Pakland had leased these plots on reasonable instalments that were to be paid over a period of five years.
In principle, those who bought land in 1993 should have taken possession of their plots by 1998. In actuality, those who bought land have no idea when they can take possession.
While would-be owners are not required to pay instalments any more, they are forced to pay money under different charges and overheads. Most now accuse Pakland of minting money from prospective owners on one pretext or the other. “In 2004, Pakland sent me a letter demanding urgent payment of Rs 18,000 on the pretext of ‘development charges’.
Many like me were outraged and even protested at Pakland’s office. Most did not pay charges at the time, but later had to deposit this money after several notices from Pakland. I deposited the amount in 2006,” Mohammad Amin, another would-be tenant, told Pakistan Today. Another would-be plot owner, Seema, told Pakistan Today that her family had been waiting to take possession of their plot since 1998 but have been given no word on when they could do so.
“For the past three years, I have been paying ground rent and maintenance charges, which were not supposed to be paid. I don’t know when they will give us what we are entitled to,” she said. Shahabuddin argued that many faced the same issues, but only a handful were ever handed documents to prove ownership. “While granting lease papers to me, Pakland gave me 32 feet of additional space. I had to pay Rs 150,000 for these 32 feet, even though it was neither my land nor did I want it,” he said.
Some would-be owners, such as Qamar, remain hopeful. “I have been waiting for 13 years now, but I have confidence in the management of Pakland. They are not swindlers and will lease us our land,” he said.
Qamar argued that even though Pakland is taking its time, but they were “a much better lot” than Mehran Housing. “I hope they give us our lease as soon as possible and we become the rightful owners of our plots,” he concluded.
When Pakistan Today visited the head office of Pakland Housing, situated at main Shahrah-e-Faisal, the officials present refused to comment on the matter. The personal assistant of the project director, after consultation with his boss, replied that the project director only meets with those who have a stake in the housing society. Junior staffers then manhandled this scribe, before asking him to leave the office.
When Pakistan Today contacted the public dealing officer of the Karachi Building Control Authority (KBCA), Naseem Farah, she asked for three days, claiming that the record for the project was very old and needed to be dug up. Three days later, she claimed that the Saadi Gardens project did not fall under the jurisdiction of the KBCA but under the cantonment board.

جبکہ دسمبر 2014 ءمیں یہ باتیں چلیں کہ جنوری 2014ء میں قبضے دئیے جانے لگیں گے، لیز کھل گئی ہے اور کمپنی بھی کچھ تعمیراتی منصوبے شروع کرنے والی ہے۔ واللہ اعلم بالصواب آج جنوری کی 6 تاریخ ہے اور 2015ء لگ چکا ہے معلوم نہیں یہ باتیں سچ ہیں یا پراپرٹی کا کاروبار کرنے والوں نے یہاں پلاٹوں کی قیمتیں بڑھانے کے لیے یہ سب کچھ مشہور کردیا ہے کیونکہ اِن افواہوں کے بعد چند ہی دن میں 120 گز کا پلاٹ جو ساڑھے چارلاکھ میں بک رہا تھا وہ آٹھ سے دس لاکھ پر پہنچ گیا اور سعدی گارڈن جو کا توں بے آباد بلکہ لاوارث پڑا ہوا ہے۔

I do not see the price hike in plot in Saadi as compare to Gulshan Osman. A plot of 120 yrds in Osman is about 18 to 20 lacs due to its rapid development. People are building their houses as there is no problem as we have in Saadi gardens. We all need to push Cantt Board as they are hurdles and asking huge amount as bribe. What to say to angels.

Saadi garden will be a better a better residential scheme as compared town n gulshan e usman..but problem is possession.. the only diference between saadi garden n gulshan e usman is possession… minimum rate of usman is now 20 Lacs where as garden is 13 lacs but after possession garden will shoot to 25 lacs.. further, it will be more than usman… plz dnt sale your plots in saadi garden…. be patient for months or an year… everything will be fine insha ALLAH
I have heard that NDC of Gulshan e usman n Saadi Garden will be issued in next year or so… cuz NDC is not being issued for both Saadi Garden N Gulshan e usman. so this is the right time to hold ur nerves.. insha ALLAH.. we will hear a good News ameen….

Yes sir you are right. I have been following this forum for a quite time but no outcome. I am of the opinion that the authorities are looking for a huge amount as a bribe to approve lease maps etc. As long as they do not receive their amount this garden will remain bleak and generations will come and go but no development will occur.
But why the prices are increasing day by day. Is this all real state people.
My Friends nothing happen by following the forum what we need to do start taking some actions. All the owners of the plots should join hand together and fights for the their rights in order to build their dream houses. We need to come up with the strategy to solve this problem otherwise real state people will keep making their profits and for the owners their house will be just dream only. So lets plan some thing, every one have different connections and techniques that we can use and resolve this.

I agree with this suggestion and we must begin with some steps otherwise our generations would be dreaming to build houses on their lands. Merely posting on the web will not solve problems. I heard angels in MCB are demanding huge amount to issue NDC and if not paid we will be hanging for more years to come. We must try to talk to them though it is difficult to speak in their language. Real estate agents are making good money by luring people that NDC soon to be issued and they have raised fake prices. Please ask to plot owners to gather at some point and start to take some actions.

we heard on saturday , 9jan 2016, that saadi gardens have been granted the long awaited ndc. the prices which were hovering around 15 lakhs for a 120 sq yds west open in a better block, escalated to 19 lakhs by today, monday evening. Hope the news is correct this time and finally construction shall start in a years time. because of its better location on main super highway, expect it to perform better than saadi town. to all those who have a plot here, congratulations. for those who require one, make it fast, before it touches towns prices of 40 lakhs.

now that ndc of sadi garden has been obtained since two days, the market of sadi garden plots have seen an upswing. the prayers and hopes of hundreds of investors have now come to roost and the price of a west open plot of 120 yds have exchanged hands this evening for 24 lakhs….hopefully they should continue for the timebeing to touch a height of 30 lakhs and place itself well within reach of sadi towns prices….the future rises shall happen once construction starts, and then the garden because of its better location, shall overtake the town. make hay while the sun shines.

nothing has been obtained in saadi garden as this is rumour. only NDC on approved Map is achieved or in process. there is no NOC of mukhtiyar kaar and society plots.. max price will shoot to 25lac cuz if the buyer n investor invest money, they will go to gulshan e usman cuz there is population n rimjhim villas n development of roads etc..i have sold one plot today cuz if this is rumour then is me faeda uthana acha hai.. otherwise dusri file me faeda hjaega.. jo jaan pehchaan k agent hain unho ne kaha k rumour hai bss…
I agree this is rumor spread out by agents and nothing is concrete yet. It is a trick to grab investors in Saadi gardens rather than G.osman. Investors must be careful as once the rumors confirmed prices will go down sharply.

Friends a big task is to get NOC from mukhtiyarkar which is another milestone to be achieved. This is another daunting task and no one knows how much time it will take. It is frustrating so much that the processes are very slow. Someone needs to put the wheels under the file.

Yes for east open you may expect 15-17 keeping in mind it is transferred and not the leased one. As for your BT investment that might be useful in long run when the entire project is ready. If you have good deal there then go ahead at least you know the future of the project in near future.

Many chances of increase in their value. the more you hold the more you earn.. Allah knows the best.. if you have holding power of 1 to 2 years.. the value will increase more than 28 lacs to 45 lacs of 120 sq.yards depends on city situation,bahria projects and superhighway road renovation etc..
Market will go down consistently from 2 to 4 months then it will hike probably after 2nd half of this year or so.. it also depends on the projects of surroundings like rimjhim, saima villas and Bahria. if they show consistency then it will have a good impact as well.
Pakland should now invest some money to increase their project value too. they should make this project clean and maintain. if they show this then ppl will migrate from saadi town to saadi garden because of its Wide roads and Location. this is much bigger than saadi town..

Currently no signs for any development then how one could expect price hike in future. I understand people are investing in Gulshan osman more due to its location and development. In saadi garden no one knows when real development will happen. please keep updated if anyone notices any real development rather than fake announcements by real estate agents.

Where is development?? where is ndc or noc? these agents spread rumors to make money and then keep quiet. no signs of any development in saadi garden.

First u have to obtain individual NOC of plot then it will be processed for Lease.
If i applied today to obtain NOC of a plot How long it gona take
Depends on bribe u paid n how u deal with it…
It means the house which I gona plan to built will be haram and igona pray that house & raise my children . I think its betr to live in rentle house.start with bribe not a good idea. thanks.Nehal

Rates are getting down due to no evidence of NOC and construction. no one approaching to invest in saadi garden as they see of no early future.
I was visited to the office of the Garden last week NOC was issued and its pasted on the Notice board and one person told me construction was started by few parties on ground after the pass the map
