CDA cancels NOC of interior ministry housing scheme

ISLAMABAD: Capital Development Authority (CDA) on Wednesday cancelled the no objection certificate (NOC) of Ministry of Interior Employees Cooperative Housing Scheme, G-16, Zone-II, Islamabad.

The NOC for development of Ministry of Interior Employees Cooperative Housing Scheme, G-16, Zone-II, sponsored by M/s Ministry of Interior Employees Cooperative Housing Society, was approved by CDA on October 7, 2010.

Islamabad Mayor and CDA Chairman Sheikh Ansar Aziz had said that housing societies operating without fulfilling the prescribed criteria were being declared illegal, thus leading to the cancellation of their NOCs.

The objective of this drive was to ensure that people have access to quality housing in the federal capital. The societies that were not fulfilling the prescribed criteria were considered a threat to the well-being of the masses.

The NOC issued to M/s Ministry of Interior Employees Cooperative Housing Society was subject to submission of design of STP for scheme area, at site demarcation of land transferred in the name of CDA, comprising of parks, public areas, graveyard, and demarcation of residential and commercial plots mortgaged in the name of CDA, to verify the complete ownership of land in the name of the society by October 2, 2017.

The management of the said society did not complete any of the above-mentioned formalities, particularly submission of certified revenue papers to verify the ownership and possession of land. Despite issuance of letters to the officials concerned, the society management did not submit the revenue papers to verify ownership and possession of land.

Therefore, the NOC for Ministry of Interior Employees Cooperative Housing Scheme had been withdrawn with immediate effect under the provision of clause 5(ii).

Meanwhile, CDA had cancelled the layout plan approval of AGOCHS-I Housing Scheme, Zone-V, Islamabad. The layout plan of AGOCHS-I Housing Scheme, sponsored by M/s Accounts Group Officers Cooperative Housing Society (AGOCHS), was approved by CDA over an area measuring 1114.14 kanals and having 573 residential plots at Lohi Bher, Zone-V, Islamabad of ICT (Zoning) Regulation, 1992.

The CDA had been requesting the management committee of AGOCHS-I to submit mortgage deed/transfer deed for requisite land, submission of third party vetted engineering design as per approved layout plan, and submission of requisite processing fee. The administration of AGOCHS-I housing scheme was further asked to submit development plan of the scheme within and beyond approved layout plan, along with ownership documents of encroached land and details regarding the creation of new plots.
