KARACHI: Sindh Education Minister Jam Mahtab Dahar and Sindh and Balochistan United States Agency for International Development (USAID) Acting Deputy Mission Director Oghale Oddo on Tuesday launched the “guide and toolkit on public private partnerships”.
The toolkit has been developed by the Sindh government’s School Education and Literacy Department with assistance from the USAID-funded Sindh Basic Education Program (SBEP).
Jam Mahtab Dahar thanked USAID for its continued assistance to bring quality schools and education to the children of Sindh.
Oghale Oddo said, “We are proud to partner with the government of Sindh for improvement of education. USAID is helping to improve the quality of teaching and to increase access to safe learning opportunities for children, especially girls.”
Also attending the launch were Sindh Education Secretary Dr Iqbal Durrani, USAID Office of Education Deputy Director Ms Erica Rounsefell, and SBEP senior policy adviser and manager Dr Randy Hatfield.
Under SBEP the guide and toolkit on public private partnerships is recognized as a critical means to fast-track efforts of improving the education system. The toolkit provides a step-by-step narration of the process for comprehension of interested private partners as well as government functionaries, and is expected to provide clarity and transparency for all concerned.
The Sindh government has elaborate legal framework for the guide and toolkit on public private partnerships through which schools constructed under USAID-SBEP have been handed over to private organizations in order to improve the operations of public schools under the Education Management Organisation (EMO) policy.
