City Traffic Police to get first promotions

More than 350 wardens are expected to be promoted soon as the Punjab Government has finally confirmed the traffic wardens for the rank of Sub-Inspectors, Pakistan Today learnt on Friday. Chief Traffic Officer (CTO) Captain Mubeen told Pakistan Today that a system has been devised for the promotions of traffic warden under section of 12.2 of police rules.
He said that under said rules a seniority list of traffic warden have been advised and sent to the department concerned for objections. He told that objections were raised on only four names by the departments concerned. He said that seniority lists would be sent to the departments soon after clearing the objections. Responding to a query, he said that traffic wardens would be promoted according to the available seats. Asked to name the 350 wardens in the seniority list, he refused to comment.
On the other hand, sources in traffic police confirmed a seniority list of about 350 City Traffic Police wardens has been drafted on the Punjab chief minister’s instructions. The sources said about forty to fifty Senior Traffic Warden seats were lying vacant while 60 to 70 were expected to be clear up soon. The said seats became vacant after 40 to 50 officers from National Highway and Motorway Police, Punjab Police and old Traffic Police returned to their parent departments and 60-70 officers were awaiting permission to return to their parent departments.
In 2010, Punjab Chief Minister Mian Shahbaz Sharif directed Adviser to CM Jahanzeb Burki to evolve a better system for City Traffic Police over which Jahanzeb discussed the situation with then DIG City Traffic Police Tariq Masood Yaseen, who prepared a temporary seniority list of the traffic wardens in accordance with the Police Order 2002. Sources said that the department has revised the same seniority list.
Sources said that only the wardens born before 1983 have been included in the seniority list. After arranging wardens’ names according to their age, their names were sorted out on the basis of their performance. On the third stage, names were sorted out keeping in view the educational qualifications of the wardens.
For example: If two traffic wardens had the same birth year, their names were ranked according to their ACRs; the warden with a better ACR was ranked higher. Similarly, if two traffic wardens had the same birth year and similar ACRs, their seniority was decided on the basis of their educational careers. Sources said that the wardens’ seniority list was now awaiting departmental action.
Sources in traffic police told Pakistan Today that in the preliminary stage, it was expected that about 300 traffic wardens from Lahore or about 500 traffic wardens from across Punjab would be promoted to the rank of sub-inspector and inspector and to senior traffic warden (STW). A traffic warden, seeking anonymity, said that the Punjab government had not confirmed traffic wardens yet. He said that traffic wardens were still on probation even after four years of their service.
He said that the department would first confirm traffic wardens and then start a procedure for their promotions. Another traffic warden, seeking anonymity, said that only a couple of weeks ago, City Traffic Police City Division SP told wardens during a Darbar that they had finalized details with the Punjab government for their promotions. He said that according to the SP, more than 300 wardens would get promotions in a couple of weeks.
He said that the promotions of traffic wardens were expected before the budget announcement for the fiscal year 2011-2012. Senior Traffic Warden Ahsen Gondal, who is posted at the DIG office, and who works in the branch dealing with the promotion cases, confirmed that the seniority list had been finalized. He said that the list was similar to the one which was initially developed by the department during DIG Tariq Masood Yaseens’ term. He said the matter had not be finalized yet.

I have read abt promotion of traffic wardon,my point of views it’s great step and encouraging the traffic police ,and this all credit go to chief minister of Punjab ,this is first force who are educated,and chief minister should post them in police station so that cruption will come down because they don’t take bribery I think so chief minister should give them to chance to work in Punjab police and other sub insp and sho should work in traffic police ,traffic officer they are honest and work hard ,and should them in district level so that other cities also get relief from rushes,

  10. Seniority should not base as above somebody said,must ponder over well performance and well educated wardon,and it give must chance to law graduated wardon for promotion and posted in police station so that cruption come down and moral go up of p police in society
