PILDAT releases first Monitor on implementation of NAP

ISLAMABAD: The Pakistan Institute of Legislative Development and Transparency (PILDAT) has released its first Monitor on the implementation of the National Action Plan to counter terrorism in Punjab in order to scientifically measure the progress on each of the 20 points of the NAP. The PILDAT Monitor has used a traffic light system for reporting the status of implementation on each NAP point.

The Monitor indicates modest progress at the end of the first two years and a long way to go in achieving the goals set in the NAP. Only three NAP points received ‘Good or Very Good (Green) Progress’ rating. Three other points received ‘Satisfactory (Green-Amber) Progress’. Progress on four Points is outright ‘unsatisfactory (Red)’ whereas 10 points indicate ‘somewhat unsatisfactory (Amber-Red) progress’. Since NAP implementation is a collective responsibility involving federal and provincial governments and civil and military institutions, it will be inappropriate to credit the progress or discredit the lack of it to any one entity, PILDAT adds.

The progress on the NAP has been subject to much political debate and PILDAT Monitor on it is an attempt to steer it towards a fact-based discourse.

The NAP Monitor Punjab was created using data received from various government agencies, including the Counter Terrorism Department (CTD) and Federal Investigative Agency (FIA). In addition, regular media monitoring was carried out and data shared publicly by the federal government has also been incorporated.

The Monitor covers the first two years 2015 and 2016 since the announcement of NAP on December 24, 2014. PILDAT plans to issue quarterly NAP monitors in the future

PILDAT is in the process of data collection from other three provincial governments as well so as to report progress on implementation of NAP by other provinces. In the meantime, a countrywide NAP monitor will also be released by PILDAT with the data obtained through media monitoring of NAP and data shared publicly by the federal government.
