A democratic system can only deliver good governance if the representatives elected by the people are honest, men of integrity, competent, and are chosen by the free, independent and transparent election process. It is also essential that the voter list is free of fictitious and bogus voters. If the representatives are elected by rigging then their will be no political stability after they form the government.
This is the responsibility of the election commission to ensure the free and transparent election but also reform its on function from time to time with the change of voter list and constituency. The Election Commission of Pakistan should entrust a study to independent think tank to find out the flaws and the problems. My suggestion is that ECP should be made independent and an autonomous authority with full financial independence. The EPC should also hold election on proportional basis of voting allowing only those political parties to participate in the election which hold election within their own parties under its super vision and having at least 10,000 voters as the party members.
The voting should also be made compulsory for every national identity card holder and the use of IT technology be introduced. The voters should only be required to produce NIC at the polling booth to be inserted in the electronic machines which has the symbols of political parties to which the voters have to press the parties he/she wanted to vote. This system will not only strengthen the democracy but will also make election rigging free. By adopting proportional system of voting to the political parties will eliminate the money role which presently is dominating the election process. Those who are in the politics to protect their wealth and make money will be discouraged to participate as the parties will have seats according tot their votes in the national and provincial assemblies.
