PIA official flouts rules to promote employee

KARACHI: The Pakistan International Airlines (PIA) finance director has promoted his ‘favourite employee’ after giving him a waiver of four years, flouting the rule that an employee must serve for seven years before being promoted to the next grade.
Thus, Finance Director Secretariat Assistant Mohammad Shareef he has been promoted from pay group III to pay group IV after a four-year waiver. Before this promotion, he was a record assistant at the Finance Director Secretariat and was promoted from pay group II to III as an office attendant, effective from January, 1 2007.
He was promoted to pay group III in accordance with an admin order (No 42/2008), dated July 21, 2008. The office order issued by the secretariat said, “He (Muhammad Shareef) should have seven years service in pay group III, but he has completed almost three years in pay group III. Muhammad Shareef is meeting the criteria for one waiver of service period which is seven years in pay group III.”
The finance director has re-appropriated the post in which Muhammad Shareef has been promoted, according to a meeting at the Finance Director’s Secretariat held on September 26. The finance director, who is also the PIA chief financial officer, desired that one position of the accounts supervisor, falling under pay group IV, may be re-appropriated by the record assistant, as more than 50 vacancies of the accounts supervisors are available in PIA’s Finance Department. When contacted, the PIA spokesman refused to comment.
