Islamabad mayor transfers CDA’s assets, formations, human resource to MCI

Islamabad’s Mayor Sheikh Anser Aziz who is also CDA’s Acting Chairman on Monday transferred all assets, vehicles, formation, and human resource of CDA’s different directorates to Islamabad Metropolitan Corporation (IMC) and gave them under direct administrative and financial control of Chief Metropolitan Officer (CMO) Sulayman Khan Warraich.

According to notification issued here on Monday, CDA Admin director general (DG) would also be Metropolitan Corporation (MC) Admin DG, together with all his subordinate officers for MCI related administrative affairs to be routed directly to chief metropolitan Officer (CMO). In addition, DG Land, Director Security, Director IT, transport, officer CDA will also be served in MCI with the same job descriptions as contained in CDA control of business directly to CMO. Similarly, DDG, finance, director accounts, director audit, CDA and all their subordinate officers will b also perform all functions pertaining to MCI and routing all related official assignments directly through CMO.

Similarly, DG Human Resource will also be served as DG HRD in MCI together with all his subordinate officers for MCI-related HR affairs to be routed directly to CMO. All these decisions were taken by Mayor Aziz in the capacity of CDA Chairman, a day after appointment of a new Administration member. The source in CDA told on the condition of anonymity that the decision in haste gave the impression that now member administration had been appointed by the Prime Minister House with taking Mayor Aziz and his team into confidence or without their will.

He said that according to rules nobody including the chairman has powers to transfer CDA assets, rights and liabilities at a time when subject was subjudice in the court. Another CDA source said that through notification all powers of CDA Admin have been transferred to CMO.

However, IMC Mayor Sheikh Anser Aziz said that all powers have been transferred to CMO according to LG Act 2015. He said that they have settled all the issues relating to transfer of employees and devolution of different directorates with representatives of CDA Collective Bargaining Agent (CBA) in the court.
