A group of six office bearers of Capital Development Authority’s (CDA) workers union were transferred from directorates that went to Metropolitan Corporation Islamabad (MCI) to the ones that remained with the CDA, flouting court directions and in complete contravention of office order barring transfer from MCI to CDA issued by then Director General Administration Ejaz Bajwa on 25th July, 2016.
The office order of posting/transfer issued by HRD Directorate on July27, copy available with Pakistan Today, were transferred “in the interest of authority’s work and until further order” from MCI-controlled directorates to CDA-administered directorates.
Asad Mehmood, sub-assistant and deputy general secretary of CDA union, was transferred from Emergency and Disaster Management Directorate to Parliament House Directorate. Muhammad Sarfraz, sub-inspector and deputy general secretary, was transferred from Directorate of Municipal Authority to Enforcement Directorate. Malik Akmal Shahzad was posted from Sanitation Directorate to Parliament House Directorate. Ahmed Ali, supervisor from Water Supply Directorate to Enforcement Directorate. Nasir Khan, driver and Muhammad Naeem, operator were transferred from Directorate of Municipal Administration to Planning Wing and Water Supply Directorate to Parliament House Directorate respectively.
The reason behind these postings was placing the union members in directorates/functions and wings that were to remain with the CDA after as many as 26 directorates were transferred to the MCI after local body representatives assumed charge of capital’s first-ever elected civic agency.
Ejaz Bajwa, the then director General Administration, when contacted for a comment said that after the remarks made by Islamabad High Court, we issued an order putting bar on any and all transfers/postings in CDA and MCI.
“Any such transfers/postings if made and sanctioned may fall in the domain of contempt of court,” he added.
“We showed our will to remain with CDA and were unaware of any such illegality. Presently, we all are performing our duties in our new departments that we have been transferred to,” said an employee who wanted not to be named.
The CDA workers union took the matter to IHC in July and filed multiple petitions pertaining to transfer of staff from CDA to MCI. The court granted a stay putting at halt transfer of thousands of CDA employees to the MCI.
“I am not aware of the matter and thus can offer no comments. You can ask the CDA officials concerned and court authorities about the whole thing,” said Aurangzaib Khan, president CDA workers union, when contacted for a comment.
Chaudhry Yasin, CDA workers union general secretary, when contacted for a comment said the court only gave ‘verbal remarks’ in this regard and there was nothing illegal or irregular about the postings which are a routine matter.
When asked whether he had a role in these transfers/postings, Yasin denied any such possibility.
