Education and health schemes in federal capital given precedence in allocation of funds

The Capital Administration and Development Division (CADD) has been allocated funds exceeding Rs 2.5 billion during the fiscal year 2016-17. Education and health schemes have been portioned out at Rs 1.093 billion and Rs 717 million, respectively.

The heftiest chunk of the CADD’s funds, Rs 500 million, provided by PSDP goes to an ongoing scheme for construction of additional family suites for the parliamentarians, including 500 servant quarters at G-5/2, Islamabad. The project was approved back in 2010 by the Executive Committee of the National Economic Council (ECNEC). The project is still far away from completion even after 5 years of its inception.

The allocation of funds for the education sector is divided between ongoing projects and new schemes. Rs 539 million will be spent on establishment of Federal Government College of Home Economics and Management Sciences and a model school for girls in PAF Complex. Rs 59 million rupees have also been earmarked for the uplifting of I.M.S.B G-10/4, Islamabad Model School for Boys, G-11/2 and G-6/4.

Rs 400 million have been allocated for the establishment of smart schools and overall upgradations of ICT high schools in Islamabad Capital Territory (ICT). Rs 30 million have been allocated for the construction of two new buildings in rural Islamabad namely Islamabad Model School for girls in Khana Dak and Islamabad Model School for boys in Mangial, Islamabad.

Islamabad despite being the capital of Pakistan suffers from acute shortage of hospitals. Like previous years, this year too PSDP has not allocated any funds for the construction of new hospitals in the capital.

Rs 167 million have been allocated for the establishment of centre of Hematology Disorder, Breast Cancer Screening Centre at PIMS, Islamabad and project for safe blood transfusion.

Seven new schemes in the health sector with a total allocation of Rs 549 million have also been announced in PSDP 2016-17. The x-ray machines in the radiology department, the radiology department of children hospital of PIMS, and endoscopy diagnostic services in PIMS will be upgraded at the cost of Rs 218 million rupees. Rs 200 million have been earmarked for construction of Centre for Neuroscience at PIMS, Islamabad.

There is an increase of Rs 1 billion in CADD’s allocation of funds under PSDP as compared to the last year.
