Adjournment motion on Thar declared ‘out of order’

The Sindh Assembly on Friday witnessed uproar of the opposition parties when an adjournment motion on the death of children in Thar was rejected.

According to the details, Pakistan Muslim League-Nawaz (PML-N) lawmaker Sorath Thebo wanted to table an adjournment motion that the Sindh government was not serious on the death of children in Thar due to the shortage of food. However, even before the member could read out her adjournment motion Deputy Speaker Shehla Raza gave her ruling that the adjournment motion was ‘Out of Order’. On this, the opposition parties sans PTI strongly protested. When the leader of the opposition Khawaja Izharul Hassan asked the chair under which rule she had declared the adjournment motion out of order, she adjourned the House for 10 minutes, amid uproar.

However, the House again met after a gap of 23 minutes and the opposition members again protested on the ruling given by the Chair. MQM lawmaker Syed Khalid Ahmed commented on how the deputy speaker was chosen for this important post, on which the angry deputy speaker chided Syed Khalid Ahmed that his party had not even considered him for the slot of deputy speaker.

However, the deputy speaker allowed Sorath Thebo to read out her adjournment motion. Senior Minister for Parliamentary Affairs Nisar Ahmed Khuhro opposed the motion and the mover was asked to argue on the maintainability of her motions as per rules. However, the mover kept on reading rules and argued the maintainability of her motion. On a point of order of the senior minister for finance Syed Murad Ali Shah, the speaker gave her ruling that the adjournment motion was out of order.

On this, the opposition members again protested and the deputy speaker adjourned the House amid hullabaloo. In haste, the deputy speaker first announced that the House was adjourned till today t 10:00am, but when the assembly secretarial staff guided her. She again announced that the House was adjourned till Monday, Feb 15, 2016, at 10:00am. Earlier, Sindh Chief Minister Syed Qaim Ali Shah came in the House and tried to sit on the chair of the Leader of Opposition, but some treasury members and assembly staff timely guided him and he sat on his own seat.

  1. If one will see the TV coverage of the story, one will feel ashamed how the Chair disallowed the motion. It was like face-saving. Very shameful. It is a matter of life and death for thousands of poor people of that deprived area of Sind.
