The Ministry of Water and Power’s lethargy in granting approval for restarting the Southern Electric Power Company (SEPCOL) plant has resulted in turning down of the firm’s tariff petition by the National Electric Power Regulatory Authority (NEPRA).
The NEPRA decision on the tariff petition of SEPCOL says, “since the statutory time of eight months for determination of tariff by the Authority has lapsed on November 18, 2015, the Authority has therefore decided to return the petition to resubmit it after obtaining the required approvals”.
It is important to mention SEPCOL had filled a tariff petition on March 2, 2015 for modification of its generation tariff for its 117 MW power plant. NEPRA had asked the petitioner to submit government’s approval to restart the plant. SEPCOL submitted proposal to CPPA and CPPA submitted proposal with their comments to MWP for approval on July 1, 2015.
Since no further information was received from MWP, NEPRA on August 31, 2015 asked the ministry to inform about the decision on the proposal. A reminder was sent on September 21, 2015. The Ministry informed on September 23, 2015 that the case was processed at the operational level with the WAPDA Private Power Organization (WPPO) to determine the financial implications of the decision. It was informed that WPPO will communicate the decision to NEPRA.
NEPRA reminded the WPPO and MWP on November 06, 2015 about the information regarding decision. No reply was received from WPPO. However MWP informed on November 23, 2015 that a meeting to discuss SEPCOL issue has been called and once the final decision was made NEPRA will be informed.
