Senior doctors may retire without promotions

The Sindh government has so far failed to convene the meeting of Selection Board-1 for promoting BS-19 general cadre doctors to BS-20 which have been overdue for long. Many senior doctors of BS-19 are near their retirement age of 60 years this year but they will be deprived of financial benefits of BS-20 due to denial of their promotion to next grade which is their basic right as well.

Likewise, many doctors of BS-20 will be retired within this year which will render many senior posts of BS-20 vacant. It is practice of rulers to post their favourite junior general cadre doctors on senior posts on the basis of OPS in violation of rules and apex court orders thus burying the concept of good governance by ignoring seniority merit.

According to reliable sources, the working paper of 58 senior BS-19 doctors has been sent to the Sindh chief minister which has been pending since January 2015 for fixing the date of selection board-1 meeting to approve the promotions from BS-19 to 20.

The sources further said that as many 40 posts of BPS-20 were lying vacant in entire Sindh province. They said 12 most junior doctors were working on notorious Own Pay Scale (OPS) system basis on higher scale posts to look after the charge of DHO, MS, PDs of various projects like Hepatitis, Sindh AIDS Control Program.

The sources further disclosed that as many as 27 more posts would fall vacant in the Sindh health department during the current year due to retirement of BS-19 and 20 doctors which would certainly create acute dearth of seasoned and experienced administrators of various hospitals and other related departments. These affected doctors have urged the Sindh CM to fix a date for selection board-1 meeting to approve their promotions and remove their grievances.
