Zero tolerance – NAB asks CDA to keep check on plot allocation

The National Accountability Bureau (NAB) has constituted a prevention committee on the CDA on the directive of its Chairman Qamar Zaman Chaudhry.

The first meeting of prevention committee on CDA was held at NAB Headquarters under the chairmanship of Deputy Chairman NAB, which was attended by members of Prevention Committee on CDA.

During the meeting the committee discussed rules and procedures regarding high rise buildings in Sector E-11 allocated for private societies, existing rules and procedures on allocation of plots to educational institutions and policy regarding enforcement of CDA rules on non-conforming use of residential/agriculture plots.

Member (Planning) CDA gave an overall presentation on the issues confronting CDA to the Committee Members. He informed the Committee that a survey is underway to identify illegal structures (without approval from CDA) in Sector E-11. CDA has requested the utility service providers i.e. SNGPL, IESCO and PTCL not to provide connections to applicants in Sector E-11 who have not obtained NoCs from CDA. Member (Planning) CDA also briefed the Committee regarding non-conforming use of residential plots and informed that the total non-conforming use cases identified by CDA are 1695. He elaborated on the fact that the process adopted by CDA for non-conforming use cases is quite lengthy and difficult.

The Prevention Committee recommended that CDA should show zero tolerance on non-conforming use of plots and NoCs from CDA must be made a pre-requisite for Registry/Mutation by Revenue Authorities in Islamabad Capital Territory (ICT). Decided to hold a joint meeting of Utility Service Providers, CDA and ICT to devise a policy for Utility Service Connections to illegally raised structures and CDA must improve its Monitoring and Vigilance system in order to report/stop illegal structures in time.
